General Position Purpose Statement:

Reporting to the Vice President of Human Resources, the Human Resources Manager work closely together to provide leadership, coaching and guidance to HR Team. The HR Manager performs professional HR services in all areas of HR administration including, but not limited to: benefits administration, process development, policy review and development, recruitment, HR technology, HR laws, records management, and employee relations.

The National Domestic Violence Hotline operates 24/7. All work is informed by, and conducted through adherence to, the values of The Hotline:

Essential Responsibilities/Duties:

  • Supervise a team of two HR Professionals
  • In collaboration with the VP of HR, oversees and/or supports recruitment, new employee orientation, training, employee engagement initiatives, and other employee-related activities.
  • Advises agency personnel on the interpretation of benefits, programs, policies and procedures.
  • Performs customer service functions in an exemplary manner by responding and answering employee requests and questions.
  • Oversees & conducts day-to-day administration of benefit programs to include 401k retirement plan, medical/dental/ vision, short-term disability, long-term disability, worker's compensation, Section 125, COBRA, and Open Enrollment etc.
  • Manages Family and Medical Leave (FMLA), Americans with Disabilities (ADA), Leave of Absence programs.
  • Maintains accurate and thorough employee leave files, records and tracking reports
  • Engages with employees regarding accommodation requests, administers and tracks Americans with Disabilities (ADA) accommodation requests.
  • Oversees the accuracy of all employee change status records in HRIS system and benefits bystems, maintains HR and benefit codes in HRIS.
  • Ensures legal compliance by monitoring and implementing applicable human resource federal and state requirements.
  • Conducts audits and maintains all employee records and files in accordance with all applicable federal, state and local laws.
  • Establishes and streamlines processes and practices such as job description revisions, assisting with salary surveys, employee recognition and other HR initiatives.
  • Assists with TWC and EEOC processes, under the guidance of the VP of Human Resources.
  • Assists in maintaining a departmental budget pertaining to supplies, recruitment costs, insurance premiums, etc.
  • Develop expertise in The Hotline's Appreciative Inquiry (AI) Supervision Model, in order to model and consistently utilize AI and asset-based supervision approaches, and coach and support HR Team, and Hotline managers.
  • Stays current on HR professional and operational issues and best practices

Required Qualifications

  • Bachelor's degree in HR Management, Organizational Development, Business Management with an emphasis in Human Resources, Business Administration, or related field
  • 5 years experience in the HR field including knowledge of human resources principles and best practices; federal, state and local laws and regulations
  • 3 years of supervisory experience
  • Equivalent combination of related education and experience.


Preferred Qualifications

  • PHR or SHRM-CP Certification
  • Strong Experience in benefits management and administration
  • Experience in non-profit HR management
  • Experience with Appreciate Inquiry Model

  • Ability to maintain confidentiality on all matters confidential in nature
  • Ability to analyze problems, find solutions and effectively communicate with all levels of supervisory and non-supervisory employees
  • Intermediate to advanced proficiency with MS Office suite, WorkBright, Abila HRM or other HR systems, and SharePoint applications
  • Skill in performing intermediate-level statistical analysis
  • A consistent positive solution-oriented response that includes communicating about challenges to the appropriate person in a constructive and productive manner
  • The ability to lead, motivate, coach, develop and encourage people to achieve a common goal, fostering positive working relationships and team culture
  • Ability to manage numerous initiatives in order to meet deadlines and to deliver high quality outputs including ability to re-order work and priorities in response to demand and crises
  • The ability to organize people and materials to ensure that tasks are undertaken and that measures are put in place to ensure compliance within all areas of operations
  • Knowledge of diversity, equity, and inclusion practices and strategies to recognize and address systemic barriers faced by historically marginalized communities, including, but not limited to, people of color; people with disabilities; and, queer, transgender, non-binary, and otherwise-identified people
  • Ability to read, write and converse in English
  • Ability to tolerate prolonged sitting or standing.
  • Works in a normal office environment, with minimum exposure to dust, noise, or temperature extremes.
  • Requires bending, stooping, lifting and carrying objects up to 25 pounds, with or without accommodations
